Abstract (EN)
Ahmet Muhtar Pasha was an important soldier and statesman who held high-ranking positions in the Ottoman Empire. Rehber-i Umran is a work written by Ahmet Muhtar Pasha in Ottoman Turkish using the Arabic alphabet. In this study, the Latin transcription of Rehber-i Umran has been carried out. The PDF version of the work used in the study was accessed online through the TTK Library. This work, consisting of notes taken during an official journey, especially includes observations and recommendations on key issues such as transportation, industry, and education in cities like Halep, İskenderun, Adana, and occasionally Konya and Niğde, aiming at the development of the country. The study consists of three parts: the first part presents the life of Ahmet Muhtar Pasha and his works; the second part includes the transcription of Rehber-i Umran; and the third and final part contains an evaluation of the work.
