Analysis of OCIMF SIRE VIQ inspection observations with fuzzy DEMATEL and fuzzy TOPSIS methods: The most common observations and solution suggestions

Sea transportation has always been responsible for a good part of world trade since pre-historic times. Currently, %90 of world trade is carried out by seaborne. Besides, thanks to its capacity to carry huge volume of raw materials for industry, its reliability, reasonable cost, and environment friendliness; its popularity increases stably. However in view of cargo they carry, tanker transport is a dangerous means of transport. That's why some inspection mechanisms regarding cargo operation, navigation, safety, security and health processes have been formed. Flag State Inspection and Port State Inspection are two major methods of them. Nevertheless, as tanker transport is more hazardous compared with other means of sea transport, some additional control mechanisms are required so as to make sure in terms of ship safety. In this study, the most common observed remarks of SIRE VIQ inspections made on tankers and the reasons of remarks and alternative solutions for these remarks are tried to be determined with the help of quantitative methods. Analyzing the factors or criteria that affect a large number of problems and choosing between different options for problem solving, and analyzing and evaluating these options or alternatives fuzzy logic method can be considered as a correct approach. In this study observations gained via use of fuzzy logic method during the SIRE inspections are classified according to fuzzy DEMATEL. Further, Fuzzy TOPSIS method is used to sort solution suggestions that are offered for the most common observations. Results of the study with the integrated methods displayed a set of solution alternatives as a road map for minimizing the number of remarks in inpections.
