Abstract (EN)
A reading from the past to the present shows that people-oriented or user-oriented planning and design approaches have not been on the agenda of designers until recently. In today's world where people-oriented discussions are gaining importance, the importance given to people, especially people blocked by non-inclusive designs, is accepted as one of the indicators of modernity and independent and full participation of people in daily life is guaranteed by the legal regulations of the states. Accessibility the basic condition of contemporary transportation planning and independent participation in life for livable cities has become one of the special themes of human rights literature. Accessibility has been described as a fundamental right, since it is a means of exercising human rights as well as providing the freedom to live life independently. This study evaluates the spatial accessibility of people whose quality of life will increase as long as the environment in which they interact is accessible through legislation. In addition, it sets out the contradictions between the legal documents of the legislation, analyzes, discusses and evaluates the relationship between the standard titled TS 9111 "Accessibility in Buildings for People with Disabilities" and the legal documents referring to it.
