Abstract (EN)
Today, with the circular economy approach, the importance of the management of wastes with a zero waste approach has increased both nationally and internationally. With the zero waste approach, it is aimed to get the most benefit from the waste. In this regard, many stakeholders such as waste producers, decision makers and waste processors play an active role. Therefore, it is necessary to implement the zero waste approach correctly and to carry out studies to eliminate the problems in the system. From this point of view, in this thesis, the current situation regarding zero waste management has been examined and suggestions for the development of the system have been presented. First of all, a SWOT analysis was conducted with a team of relevant stakeholders. With the findings obtained from the SWOT analysis study, alternatives were created for the development of the system. The mentioned alternatives were evaluated by TOPSIS and VIKOR methods. The best alternatives were determined as "ensure that unlicensed companies and collectors in the recycling sector obtain licenses" and "incentives for licensed facility installation and waste collection equipment".
