A continuous change in the rapid developments in science and technology was esttablished to meet the social needs of present public administration and operation of the central and local levels in the organization requires. The delivery of sports public services are carried out in developed countries as a public service. There is no doubt that you have to fulfill the state's education, health, security etc. tasks have been in constant change and continues to be. Many sports organizations as well as showing the change in the organization itself, such as the age of the country can take place depending on the political and economic system they have adopted are formed in parallel to the new requirements imposed. Naturally, the modern world's economic and social change organizations and sports organizations are also affected in many ways.This influence and change manifests itself in the form of sports management and changes in relevant laws. What was done to determine whether the reflection of this research the law no 3289 and subsequent amendments adopted by sports federations. This reserarch datas obtained by the survey was conducted using a Likert attitude scale models. In the work of the General Directorate of Sports and the Independent Federations constitutes staff. Surveys were filled out by hand and obtained subsequent to the given to the participants.
