Abstract (EN)

Tobacco which was everyone's ambition in the world, has also become Ottomans' ambition in a very short time. Since the country had different nations, they had different reactions to tobacco; as a result it was not profitable for a very long time. In 1883, the tobacco income was given to Reji Managament, ( Regie Cointeresse de Tabac de I'Empire Ottoman.) which was established as a monopoly managing after the agreement with Common Debts Department, to pay foreign debts. After giving Common Debts Department a partion from the income, the Reji company agreed to share the profit at an agreed partion with Ottoman Empire. By giving a partion from the profit the Reji company thought that the Ottoman Empire would support them. Some problems like Reji company's restricting the planting fields, not building enough warehouses, marketing poor quality tobaccos in domestic market, employing Non-muslims who treat procedures badly, not satisfying the procedures with fee and the weighing all caused tobacco smuggling. The Reji Administration tried to prevent the smuggling with his own watchmen, which caused a big conflict with the procedures and the management. This situation also caused instability in Ottoman Empire's way of behaving. The procedures could not accept the Reji Company's interfering them with every step of their productions. The Reji Company claimed that the increase in the cost was because of their spending more money onto prevent tobacco smuggling, and they also accused the Empire of not supporting them in preventing smuggling. Soon the company became a problem for the Empire and the tobacco producers because it was serving gas a government in government. This problem was investigated by the Second Constitutional Monarch administrators There was a war in the country then, as a result the situation not only prevented the abolishing of the company but also caused the extending of the government concession. Mustafa Kemal started independence both in social and economical life. In 1923 in İzmir Economy Congress it was decided that the Reji Company, which was against the producers in producing and marketing tobacco, should be abolished.The abolishing of the Reji monopoly was informed to the firm administrator in 1924. In 4 March 1925, the firm was nationalized as the Government Monopoly. vn
