AİLE VE SOSYAL HİZMETLER BAKANLIĞINDA İSTİHDAM EDİLECEK PERSONELDE ARANACAK KRİTERLERİN AĞIRLIKLARININ AHP YÖNTEMİ İLE BELİRLENMESİ
This study aims to analyze the importance levels of criteria, determined based on expert opinions, that should be considered in the selection of social workers, psychologists, teachers, and care personnel serving within the Ministry of Family and Social Services (MFSS) in Turkiye by using the Analytical Hierarchy Process (AHP), one of the multi-criteria decision-making (MCDM) methods.
Within this scope of the study, data were collected through a survey administered to 106 experts actively working in 16 different cities and within the Ministry. The effective selection of this group of personnel, who directly provide services to disadvantaged segments of society, is of great importance in terms of service quality and their direct impact on individuals' lives. Furthermore, the use of scientific and systematic methods in personnel selection processes contributes to institutions’ human resource planning and enables the provision of higher-guality services.
When the analyses conducted are evaluated as a whole, it is observed that certain common tendencies emerge in the ranking of the main criteria determined for different occupational groups. In particular, motivation and professional commitment stand out in the selection of psychologists and teachers, while professional development and up-to-dateness are emphasized for social workers. For care personnel, ethical responsibility and reliability were found to have the highest weights. The findings indicate that taking into account the different competency areas required by professions in personnel selection processes will contribute to improving service quality.
