Abstract (EN)

Importance of the agriculture arises from duties of agricultural society. Meeting humanity?s need of being fed is the most important function in the history and there are many duties following that such as producing raw materials to industry, national income, making contribution to development of the country with support to external sales and employment, protecting society?s health and making contribution to ecological balance. Due to all these duties, agriculture is no more only an economical event, it is also a process which has social and cultural importance.In the history, countries implemeted different agricultural policies in order to secure their food safety with social and strategical concerns. After interventionist policies targeting less developed and developing countries? national agricultures implemented by developed countries with the process of globalization caused these countries to face serious problems regarding their agriculture. Also as a developing country, Turkey, has lost the ability to meet its? demands on its own, and joined to the global process without completing its preparation and solving all structural problems.When the historical process is considered, it can be seen that protective policies for agricultural society according to social state understanding was implemented until 1980s starting from the World War II and after 1980?s it is replaced with policies which are for damaging the agricultural society and targeting the national state arising from mostly external dynamics. So, in the post 1980 period, the agriculture sector faced with many negative effects as well as structural problems and entered to the collapse period.In this research, the point where Turkish agriculture is at since 1980 has indicated and relations and negotiations with International Monetary Fund, The World Bank, World Trade Organization and European Union, are examined in the light of documents. In further parts of this research, problems of agricultural society and solutions for these problems are included, necessity of national agriculture policy and ?sustainable villager agriculture? production model which is planned to be implemented in Turkey are described.
