Abstract (EN)

Disasters are one of the most important problems that humankind has been exposed to throughout history in its struggle to survive with nature. Although we have more information about the causes and consequences of natural disasters thanks to technological developments and scientific studies, it is not possible to completely prevent them. However, many studies are carried out in order to weaken the severity of disasters and minimize their effects afterwards. This study was carried out for the optimization of the post-earthquake process since earthquake is one of the most destructive natural disaster types today. The aim of this study, in which things to do in the post-earthquake intervention phase is planned; is to design a logistics network that will ensure that patients who survived the earthquake with severe injuries are treated as soon as possible. In this direction, a two-stage solution model is proposed for the solution of the problem. In the first stage, a new mathematical mixed integer programming model is proposed. In the second stage, the outputs of the mathematical model were simulated on a period-by-period basis with the new patient selection method. With the proposed model, which ambulance should transport patients to which hospital was determined and preferences that would minimize the total time were formed. Thanks to mixed integer programming, ambulances were directed to transport specified patients. Finally, the developed new mathematical model and patient selection method were tested with earthquake forecast data for Tuzla District of Istanbul Province. Baseline analysis was made with the first case scenario, and the sensitivity of the model was tested with the change in parameters and constraints in the second and third case scenarios.
