Abstract (EN)

In recent times, the term "smart city" has become widely circulated. This topic is still controversial, and many academics have different interpretations about what a smart city is, so more than one model has been reviewed to reach the broader concept of a smart city. It turns out that the term "smart city" differs from the digital city, the information city, and the sustainable city because it reflects a more comprehensive concept. The researcher discussed the challenges facing smart city initiatives, which can be classified into two main parts: technical challenges and non-technical challenges. A clear model was used for the evaluation. The clear criteria enabled us to measure the performance of the Turkish city of Eskişehir according to the performance of two European cities: Luxembourg, which ranked first in the evaluation of medium-sized European cities, and the Italian city of Naples, which ranked late. The research presents the result of the Eskişehir performance evaluation, identifies its strengths and weaknesses, and proposes measures to improve some aspects. In general, Eskişehir has shown acceptable performance, but there are many points that must be taken care of and developed further in order to obtain a higher evaluation in the future.
