Co-production as an alternative method of deli̇very of public service: A research on practices in Turkey

This study explores the concept of "co-production" as an alternative model that goes beyond traditional approaches in the delivery of public services. The primary objective of this research is to outline the theoretical framework of the co-production model, analyse its applications globally and in Turkey, and develop recommendations for effectively implementing this model in the delivery of public services in Turkey. The research begins with the theoretical and conceptual framework of the public service concept, encompassing the definition of co-production, its historical development, core principles, types, and impacts. The study evaluates the effectiveness of co-production practices by examining their implementations in various public service areas, such as health, education, security, social services, and local governance. Data were collected through literature review and case study techniques. The theoretical framework of the co-production model was developed by examining academic sources, reports, and legal regulations. Global and Turkish applications were analysed through selected case studies. Among the limitations of the research are the limited prevalence of institutionalised applications based on the co-production model in Turkey and the scarcity of data in this field. Additionally, the case studies examined within the scope of the study do not represent all potential areas of application for the model. In conclusion, the co-production model has the potential to enhance the quality of public services, ensure more efficient use of resources, increase citizen satisfaction, and strengthen democratic participation. However, to implement the model effectively in Turkey, several policy steps are necessary, including maintaining the legal framework, enhancing institutional capacity, increasing citizen awareness, revising public personnel policies, and upgrading technological infrastructure. Co-production, as an innovative model centred on citizen participation, enabling efficient use of resources, and reinforcing social solidarity, holds the potential to play a significant role in Turkey's public administration reforms.
