Abstract (EN)

When we consider the changing world order, the international system that emerged after the Cold War, which is international conjuncture "unipolar world order", the United States losing strength and prestige internationally,Russia and China growing stronger in Eurasia and developing economically in particular, it has begun to lose its effectiveness. As the world progresses toward a new international system, the Shanghai Cooperation Organization, headed by Russia and China, has begun to announce more in the international arena, with the question of whether it will be a "bipolar world order" or a "multipolar world order"? It is not wrong to say that the United States is also a NATO member and although the views are in conflict, taking into consideration the bilateral relations with the European Union, it is the Shanghai Cooperation Organization and the European Union of the two new poles of the World. On this political level, Turkey, which is between the two poles, will want to take part in one of these two poles considering its policy. As it is known, in the last fifty years Turkey has tried to take steps to enter the European Union, but it is not possible to achieve the desired result in the exact sense. As the European Union's economy is getting slower and the Turkish people are breaking the hope of becoming a full member of the Union, the Shanghai Cooperation Organization has started to talk about Turkey as an alternative. Although it is not closely related to Russia and China throughout its history, it is an element that should not be overlooked in the history and origin of Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. Moreover, when the export-import-based economies of these countries are examined before and after the establishment of the Shanghai Cooperation Organization, it is shown how the organization has benefited the economies of the member states. In this light of all these developments, the study of world history after the Cold War was tried to be examined and with the changes in the international system, the "rising pole Shanghai Cooperation Organization" was examined from the frame of Turkey and aimed to find out what a possible Turkey - Shanghai convergence would change the new world order.
