Abstract (EN)

In this study, effects of the EU (European Union) harmonization process on judicial and administrative capacity of Turkish National Police (TNP) were examined. The expectations of the EU from Turkish National Police during the pre-accession period were explained on the basis of the Accession Partnership Documents, Progress Reports and the Screening Process. In response to these expectations, the commitments of TNP mentioned in National Program for the Adoption of the Acquis, Strategy Documents and Action Plans were evaluated. This study explained how these expectations were met through legislation studies, projects and the cooperation activities with the EU member states as well as the EU agencies and institutions. Particularly, contributions of the twinning and investment projects to the organizational change of Turkish National Police were mentioned. In the last chapter, this study focused on the impact of the EU harmonization process on the change of the institutional structure of TNP, and emphasized the benefits provided to both TNP and the law enforcement agencies of the EU member states.
