Abstract (EN)
The Country Reports published annually by the European Commission are important for candidate countries. Country Reports try to measure the adaptation of candidate countries to the EU in areas such as public administration, economy and politics. The aim of this study is to examine the evaluations of the European Union on Turkish public administration on the basis of Country Reports. In the study, the Country Reports published between 2018-2022 were evaluated on the axis of centralization, effectiveness and efficiency, politicization/politicization, transparency and accountability mentioned in the White Paper on Governance in Europe. Within the scope of these principles, the Country Reports published before 2018 were compared with the reports published between 2018-2022. Literature review technique, which is a qualitative method, was used in the study. In the study, academic publications such as Country Reports, Venice Commission Recommendations published by the Council of Europe, theses, articles, books, etc. examining the relations between the European Union and Turkey were used. As a result of the study, it has been determined that the European Union has certain reservations about Turkish public administration in the fields of centralization, politicization, accountability and transparency. In the study, it has been concluded that the majority of the European Union's reservations in the field of public administration are associated with the Presidential Government System.
