Abstract (EN)

During the Cold War years, "Failed States" have been considered a threat to the international order; and relevant studies on this subject have been brought to agenda during the last 15 years. Failed States may not acquire the power in the territories under their sovereignty; may not protect their national borders; may not meet the security, education and health requirements of their citizens; and may not ensure the rule of law. Failed states; the severe international environment, the tough partner, fragile state, low-income states characterized by violence; malperformance, states facing the risk of instability have all been described as the characteristics of collapsed states. "Collapsed State" is the extreme example of the failed states. Disorder and anarchy prevail in such states. Such states are not in a position to ensure their domestic security, and their authorities have been shattered. Failed states may be considered important only when they threaten the security of other states. The impacts of the problems experienced in a country become widespread particularly in neighboring countries. The West has been more interested in failed states in the aftermath of September 11. The concept of failed states has been shaped in respect of the security interests of the West as well as by the perception of the West. The Industrial Revolution that took place in mid-19th century in Europe has raised the requirements of Europeans for raw materials; and in line with their commercial interests Europeans have shared the African Continent at the Berlin Conference of 1885, also known as the "Conference of Colonization". Somalia has been shared by United Kingdom, France and Italy. The history of colonization is the essential reason for naming Somalia a failed state. Though promulgated independence on July 1st, 1960, Somalia could never become a self-sufficient state. The civil war that broke out in 1969 and the Ethiopian War of 1977-1978 are the breaking points for Somalia. International interventions have come to the fore following the collapse of the Siad Barre regime in 1991. UNOSOM was established in April 1992. UN Security Council Resolution 794 adopted on December 3rd, 1992 has created the UnifiedTask Force (UNITAF) to be led by the US. The Turkish Full General Çevik Bir took office as Force Commander of UN Operation in Somalia on March 15th, 1993. UNOSOM II has been authorized by the Security Council on October 31st, 1993. By Resolution 794, Security Council decided to form UNITAF on December 3rd, 1993. Lack of an effective central government of in Somalia since 1991 has led to maritime piracy against merchant ships in high seas of Somalia. Currently, famine and misery are the facts of Somalia. Turkey, together with international organizations, provides various assistances to this country. The main goal of such assistance is to ensure the self-sufficiency of the country Key Words: 1.
