Regulations concerning employment of contract personnel in municipalities and their subsidiaries

By growing interest towards local administrations, it could be said that municipalities are core of local administrations in terms of service areas and their available population. Especially when urbanization and increasing population are taken into consideration, municipalities? presently importance is going to grow considerably. Municipalities? practicable and indispensable features are to be used appropriately and efficiently. Regarding this, municipalities? powers and responsibilities has been changing and developing day by day.On the one hand municipalities? organizational structure are developing in this way, on the other hand this developments bring reconstruction in personnel systems which are municipalities? the most important element. One significant way to this reconstruction is to establish contract personnel job status? in municipalities.This study aims to examine contract personnel status? practice in municipalities and the pluses and minus of practice arise from the legislative arrangement. Hereby, this study tries to bring to light to how regulations concerning employment of contract personnel in municipalities has affected other personnel status in positive and negative way.The study examines legislative search concerning the subject and also it examines judicial decisions concerning contract personnel and the problems result from practice. As a result of this study, it is understood and determined that contract personnel status is preferred by municipalities and besides, it is going to be overwhelming status in municipalities in near future. However, it is also seen that in terms of disadvantageous regulations, it brings problems concomitantly for now. Consequently, when practicability taken into consideration in terms of status? which are its alternative, by powering contract personnel status and making it preferred practice both for municipality and contract personnel shall be advantageous for both side.
