Abstract (EN)
Policy boards serve as an institution reporting to the president in the formulation of public policies in the Presidential Government System. The main subject of the thesis is the relations of the boards with the ministries in terms of their work and functioning and the functions they perform between the presidential office and the ministries. In the study, the Presidential Government System and the basic characteristics and working methods of the policy boards, which are the most important policy makers of this system and the ways the boards work together with the 17 ministries in the Presidential cabinet were examined. Although the study was based on qualitative research method, semi-structured interview method was used in the third part of the study, which includes findings and analysis. In addition to the data collected through interviews, an extensive literature review was conducted and the findings were evaluated using the content analysis method. Accordingly, by collecting data about the creation of public policies in the Presidential Government System and the working procedures of policy boards and ministries, the place of policy boards in the presidential government system was determined by analyzing the data in the conclusion. Within the scope of this method, interviews were held with 7 of the 9 existing policy boards at the time of the study. In these interviews, answers to 5 questions prepared using the open-ended question method were sought. As a result of the study, the duties and powers of the policy boards, their working procedures, the number of weekly meetings, the determination of the agenda, the coordination meetings with ministries and other public institutions and organizations, the contents of these meetings and the number of participants, the names of the policy documents created, and the approval, correction or correction of the policy documents submitted to the president. The entire process of how the decision mechanism, such as rejection, works is explained. In the Presidential Government System, unlike the parliamentary system, the executive is graded and the participation of large segments of society in decisions is opened through policy boards. This study examines policy boards and concretely reveals their relationship with ministries, both through the original information collected firsthand and the data provided by detailed information about the boards in the literature.
