Abstract (EN)
At the end of the long term discussions about the government system in Turkey, Presidential Government System was voted in the referandum on 16 April 2017. After the elections on 24 June 2018, the new system started to be practiced.Presidential Government System is a system that is based on unitary government structure, in which there is one executive management and the president of executive management is elected by public. In this system the President is the main actor of the public policy process. Starting to practice the Presidential Government System there have been important changes in the head organization of the government management. By the arrangements, the Presidential Organization was organized as Presidential Authority, Department of Administrative Affairs, Vice Presidents, Ministries, Presidental Policy Councils, Offices and Instutitions & Organizations that depend on the President. Presidential Government System added new actors to the public policy process while making changes in the roles of current actors. The policy councils that are the subject of this study are among the new public policy actors in Turkey. Important duties and power were given to Policy councils in the process of public policy. In this study the effects of Policy Councils in the process of public policy were studied and analyzed mutually with the Executive Office of the President in the USA. In this context, suggestions were given to the policy councils to be more effective in the frame of their authority.
