Cyberwar in the context of the changing character of the war

As a phenomenon that has existed for centuries, war has a variable character as well as structural and fixed features. With the end of the Cold War, the idea that the end of history had come, that the capitalist order would spread across the globe, wars would end and eternal peace would prevail was a great misconception, and while it was the old wars between states that ended, war itself relapsed in different manifestations (Münkler, 2010:190). In these emerging conflicts, the need for a new conceptualization arose with the realization that the structure of war, its means, its parties, in short, the character of war has undergone a serious transformation. 'New wars', 'Fourth Generation Wars' and other concepts with similar qualities have been introduced to the literature. The emergence of cyberspace with the developing technology after the Cold War is another phenomenon that has changed the character of war. Accordingly, the aim of this study is to understand the changes in the character of war and how cyber warfare has changed the character of war. Finally, the study also addresses the debate on the possibility that cyber warfare is changing the character of wars and that cyber warfare will replace conventional warfare in the future.
