Abstract (EN)

The Third General ınspectorate, which centered in Erzurum and the Dogu newspaper, which appeared as the puplication organ of the period are focused in this study. Therefore, the aim of this study is to examine the organization that has been formed in the early Rebuclic and Turkey's changes and reform process firs in the regional and then the local significance originated in the Dogu newspaper. For this purpose, first, after a general explanation is made about the General Inspectorates, establishment of the organization of the General Inspectorate and the studies, projects and innovations of the Third General Inspectorate are mentioned. The studies of the personalities that assigned in the years stated are explained. The organization of the Third General Inspectorate, covered provinces and especially the studies that are planned and carried out in central featured Erzurum province, are explained by the presenting sections from the Dogu newspaper. In addition, the situations in which the period is in the process of renewal are not ignored and the effects of the study activities on the following periods are mentioned. Furthermore, in the course of time, the positive-negative aspects of the mentioned organization that have led to process of debates and meetings have been discussed. In conclusion, under the headings describing political, administravite and mostly reconstruction activities, the services carried out in the places covered by the Third General Inspectorate are dealt with sections from newspaper articles.
