Abstract (EN)

With the aim of gaining strong competitive power and staying strong, the operations of our age make use of a number of new strategies. One of the recent strategies operations are utilizing in this process is outsourcing. Outsourcing strategy can be defined simply as a situation in which the operations focus on their essential capabilities and receive support from the leading supplier companies for the actions out of their essential capabilities. There are numerous reasons motivating the operations to use outsourcing. The will to reduce the costs is the primary reason why operations use outsourcing. In addition to their principal objective of reducing the costs, the operations also tend to employ outsourcing strategies with the intention of accomplishing a great number of objectives such as focusing on their essential capabilities, downsizing, increasing the flexibility, minimizing the risks, following the technological innovations, becoming a member of the leading operations, process renewal, diminishing the expenditure on investment, improving the quality and acceleration. In the first chapter of the study, the progress of this strategy which has managed to be applied world-wide, why it is so highly in demand, with what purposes the operations are utilizing it, and what risks this strategy carries will be clarified. In the second chapter, information about the supplier companies and the process of choosing the supplier companies, which are the key factors for the success of outsourcing, will be provided. In the third chapter, the benefits and damages that outsourcing brings about in a public enterprise will be explained by investigating the utilization of outsourcing in a public enterprise and carrying out evaluations in the light of the obtained information.
