Abstract (EN)

This study highlights that the authority and authority of international organizations, and more specifically the World Health Organization, were damaged in the context of inter-state conflict and rivalry in the early phase of the Covid-19 pandemic. International organizations are defined as structures that develop cooperation between states and find collective solutions to collective problems in terms of the issue area of their organizations. The acceptance by the states of the rules and norms put into practice by the international organizations depends on the states' recognition of the authority of these organizations. In the framework of neo-realist and neoinstitutionalist theories, which are the continuation of realist and liberal views in international relations, the authority claims of international organizations are examined and the factors that constitute authority are evaluated. The elements constituting the authority were examined and the reasons that precluded the authority in the organizational sense were determined. From this point of view, the World Health Organization and its performance in the Covid-19 pandemic have been the research subject of the thesis.
