Abstract (EN)

The phenomenon of war has constantly changed in the historical process. Today's war environment, under the influence of technology and globalization, has turned into a hybrid war environment that has no boundaries in terms of force, time, space, and includes regular and non-regular tools and methods. The aim of this study is to examine the impact of the hybrid war phenomenon on the European Union (EU) in the context of liberal intergovernmentalism theory, through the example of the Russia-Ukraine War. Due to the nature of the subject, literature review was used as the method in this study. In the first chapter of the study, information is given about the theory of liberal intergovernmentalism and the phenomenon of hybrid war. In the second chapter, near term Russia-Ukraine relations and the reasons for the Russia-Ukraine war are explained. In the third chapter, the EU's response to hybrid threats is examined. In the fourth chapter, the EU's fight against hybrid threats in the context of the Russia-Ukraine war is discussed and the Union's response to the mentioned war was examined within the framework of liberal intergovernmentalism theory. In the conclusion section, all the findings were evaluated. When the findings are evaluated, Russia-Ukraine war have accelerated the cooperation within the Union, with NATO and Ukraine. Considering the cooperation, it was evaluated that although there were different opinions within the EU, in the first phase of the war, an agreement was reached, and intergovernmental cooperation was increased as of the second phase.
