Abstract (EN)

The process of change and transformation around the world that gained speed with the effect of globalization has influenced Turkish public administration too. In search of solutions for organizational and functional problems, the subject of reorganization in administration has started to occupy Turkey's agenda especially after 1980s. While reorganization, raised by liberal discourse, was only a need in 1980s; especially around 2000, this process-sped up with reform movements for local administrations-has become an imperative. In this study, as it is the time when globalization started to influence the world heavily, the reform movements in local administrations after 1980s and their contributions to local autonomy have been investigated. In this context, the concept of indigenization, which is brought about by globalization, is emphasized while their relationship is also being addressed. As a part of the reform movements after 1980, Public Administration Principal Law, Provincial Special Administration Law, Municipality Law, and Metropolitan Municipality Laws are examined. As a result of the study, it is concluded that local administrations under Turkish public administration do not have enough administrative autonomy.
