Abstract (EN)
Like other disaster, floods are basically related to natural events. Mostly, natural-source events, by generating results that outside of the "natural balance? adversely affect human life. This is caused by some human induced activities and human-nature relationship. That is reckoned without interaction and relationship and potential risks and risk factors would not be considered comprehensively small-scale arrangements and just physical measures are not enough to prevent damages caused by floods. As well as numerous academic studies about flood and flood prevention, United Nations (BM), Federal Emergency Management Agency (FEMA) and World Meteorological Organization (WMO) stated that to minimize losses from flood is possible to adoption of "Integrated Flood Management" approach.The basic necessity and most critical phase of flood management is preparation of flood risk maps of flood affected elements is determined. In this study, the movement emphasized this requirement, Pazarsuyu creek and its basin in Giresun province, located in Eastern Black Sea Region of Turkey, is selected for this study and flood simulations and flood risk maps are produced for this pilot area. The flood inundation model used (FloodMap, Yu and Lane 2006) has a similar structure to that of JFLOW model (Bradbrook et al., 2004) ; yet it is modified to be also used in topographically complex urban area where structural features such as buildings and houses are present. Simulation input pads created in ArcGIS and with results of the simulations by producing flood risk map, hazardous areas were determined in through Pazarsuyu creek. Flood risk maps superimposed to classified image and buildings, roads and agricultural lands that affected by flood were determined by using this method.
