The different actions of Omer

In this thesis work, the work of Hz. Ömer in his caliphate is reviewed with the light of the primary sources. It is aimed by this thesis work prepared by paying regards to the chronological order of the events, to cite the approaches of Hz. Ömer which consisted of different approaches and the first-of-its-kind approaches in the history of Islam. In this way, our work is divided into four sections. The first section mentions the different attitudes of Hz. Ömer starting from the pre-Islamic age of ignorance to his caliphate years. In the second section, Hz. Ömer's administration is reviewed. Establishment of cities, appointment of officers to different areas in the name of the separation of the powers and the connections of these officers are also reviewed in this section. In the next section, his practices regarding the economy, specifically the council establishment and the classification of the incomes of "Beytü'l Mal" (the treasury of the Islamic state), is reviewed. The fourth and the last section mentions his practices which can be considered first of its kind under the other practices subject. In the expanding lands of Islam, the problems between the people from different countries and the Muslims and the solutions Hz. Ömer brought to the table and the similarities and the differences between his solutions and the prophet Hz. Muhammed's solutions is stated. Furthermore, if there is different information on different sources, the differences are also mentioned and compared to each other in order to reach a transparent conclusion. Key Words: Hz.
