Abstract (EN)

Global digital and environmental transformations have fundamentally reshaped the concept of public administration. Digitalization, through the integration of information and communication technologies into administrative processes, enhances efficiency, transparency, and accountability in public institutions, while the green transition fosters a management culture based on environmental sustainability. The intersection of these two processes has given rise to the "twin transition" paradigm, which represents a governance model where digital technologies are utilized in harmony with sustainability objectives. This study aims to examine the effects of the twin transition within the context of public administration. The impacts of digitalization and green transformation on public institutions and municipalities were analyzed, focusing on smart governance, e-government, e-municipality, and green management approaches. The research also explores how digital competence, data-driven decision-making, sustainable development, and the European Green Deal interact and reinforce each other
