Abstract (EN)

Events in historical process; technical, social and economic changes have been effective in the development and transformation of cities. In particular, the globalization process and consequently increased consumption have accelerated the climate change process by causing damage to the ecosystem. Climate change not only causes famine and drought but also causes hurricanes and floods, etc., which affect cities. This threatens both urban health and the sustainability of settlements. The concept of resilient city is an effective way to avoid and mitigate the effects of climate change. Within the scope of this study, the criteria of climate change resilient city have been introduced and in relation a new resilient, healthy and flexible eco-settlement approach has been developed with social and economic dimensions in mind. To develop the model, firstly the concept of resilience has been examined in relation to the evolution of towns at the turning points in history of civilization; secondly several eco-village world examples have been analyzed to understand and benefit from their social and economical solutions. .Then regarding the developed criteria, by using Geographic Information Systems, and a site selection analysis has been made for a climate-change resilient, healthy, ecological, sustainable, movable, flexible city, which is in harmony with nature, gives minimum harm to nature and gets minimum harm from nature in Eskisehir City
