Abstract (EN)

Advancing technology and science, with intolerable speed of new ideas and information, forms pressure on our country. For this reason education and quality of education becomes prior elements to us.As members from the community, each factor depends on members. Therefore possible changes start in primary school and is in correct proportions with the quality. In education, (as it is in every aspect) it is better to solve the possible problems in time and in place before it happens. This will also increase the quality.TKY, in industrial production, shows zero error according to customers need. But we can?t see this evolution in education system. TKY in education means zero error in educating children. For this reason improvement of process is mandatory.In second level of primary school (11-14 years of age) special abilities are determinate. If appropriate education is given according to abilities are determinate. If appropriate education is given according to abilities and profession, in future these children will be effective in welfare and development of their community.Researches show that private schools are better in application of TKY it is observed that the quality of education expected has been reached, but the cost is high these schools apply strategies by using AR-GE (research-improvement) works and develop themselves. There is no doubt that if TKY system is used in all the other schools, (primary and high) knowledge and quality will increase.For technological production high knowledge is needed. This knowledge is gained. Stating from primary schools. As Atatürk said: To reach contemporary targets we need high qualitied education and mobilization should be started.Keywords: Education, Quality, Total Quality Management, AR-GE.
