Abstract (EN)

Today's world has a fast ratio of development in technology and information systems. Moreover, most of the production sectors have already started new researches to make the machines take the first role in production process. The productors which have plenty of funds are able to provide same high technology machines and go on competition. In this case, the facts which are going to expose differences between productors are being more important and being first factors to decrease costs. By all means, among these factors, human workforce and productivity are placing in the first line of the list. Especially, to carry out the works which have to be performed by humans makes human workforce an irreplaceable agent in production systems. As known, the construction sector requires new applications, new discoveries in every new project. By contrast with other production sectors, humans play the leading role in production period. So that, getting the maximum efficiency from human workforce is critical. In this study, to determine the factors which have effects on human workforce productivity, polls are applied to the construction workers on the construction site. Investigations are carried out at 5 different agricultural irrigation projects which are inspected by the General Directorate of State Hydraulic Works. Interviews are performed with 126 construction workers. And the obtained results are analysed by the aid of various statistical methods. In the first part of the study, the determination, description and iteration of factors which are affecting human workforce is aimed and as a result Organizational factors are hold down as the first among 4 different factor groups. In turn in order, Economical, Socio-Psychological and Physical factors are following the Organizational factors. This sequencing of 4 different factors were the same as Ulubeyli and Kazaz's (2004) researches. Between those 4 factors mentioned above; 37 different agent in total are analysed in order to determine their amount of effects on human productivity. In the long run; carrying insurance, being paid on time, the amount of salaries, dormitory and dining hall conditions, security and health conditions, management of construction site, planning, work discipline, giving breaks to rest and worry for losing job are placing in the first 10 the most important agents. When the results of this study and results of Ulubeyli and Kazaz's (2004) study are evaluated together; 5 agents are retained in common in two different studies. These are; management of construction site, being paid on time, planning, work discipline and amount of salaries. The fact which must be emphasized that; in this study, interviews are made with workers who are working by their physical power in construction site. However, in Ulubeyli and Kazaz's (2004) study the same interviews were applied to technical and managerial workers like engineers, chiefs, formen etc. In the second part of the study, updating of man-hour values for some different branches of construction production are aimed. Also, new man-hour values for 2 branches are prepared for the first time by this research. As it is clearly understood from the results of analyses, current values for man-hour which are used physically are not enough to satisfy construction sector's needs. Therefore, these values mentioned above must be obtained by the help of workers who are materializing production physically in construction pitch beside the help of other technical and managerial factors. Among the purposes of this study; helping to sector professionals to get maximum efficiency from workers, making construction planning and scheduling more certain by new updated man-hour values, and keeping the costs in minimum rate takes part. Additionally, it is hoped that this study becomes a pavement for new academical researches.
