Abstract (EN)

Turkish Republic was found in 1923 faced to a condition in which sources of the country was consumed compeletly and that meant everything must be reconstructed.After the founding of the Republic, all acts was expecting from the goverment. Atatürk was trying to determine economical principals for to gain economical freedom. It is possible to say that until death of Atatürk in 1938 crucial economical development was succeeded in the country.After 1938 that death of the founder leader Atatürk, İsmet İnönü was elected as a president of Turkey. İnönü (called as ?Milli Chief) had ruled the country between 1938-1950. It is true to say that in the period of İnönü, Turkey faced to some critical internal and external facts. İn outside Second World War and inside the preparings to pass to multi-party system was two basic fact of the period of İnönü.In spite of that Turkey wasn?t a part of the war, he felt the influences of the war deeply. In the years which seemed as collapsing and poorness in economical stiuation, as a head of goverment İsmet İnönü was tried to put some ways to exit from this crisis. But they were not operated for economical rising but providing the social justice largely.
