Abstract (EN)
Because of the contunuity of historical events, there is a cause and effect relationship between events; an event can be the result of the preceding event and the cause of the next event. In this context, the movement of the groups which are fightingfor politikal rights in the Ottoman state are not independent of each other. The political, social and oconomic depressions experienced in the last period time of Ottoman Empire caused the formation of movements and the groupssharing the same thought against the rulers, especially influeced by the current of ideas brought by the French Revolution, energed as a reaction to the current order. It is not possible to distinguish the young Ottomans, who can be seen as the continuation of the reform movements brought by the Tanzimat edict, from the Committee of Union and Progress, which made great efforts in the declanation of the II. Constitutional Monarchy. The Committee of Union and Progress has been an important turning point in the history of Turkish democracy in termsof changing the regime in the country and bringing many innovations to the country. In this work, the relationship of the Committee of Union and Progress with Russian was examined. During the period when the Committee of Union and Progress became active in Turkey, important developments were seen both in Turkey and in Russia. Before 1st World War, although the Unionists tried to make an alliance with Russia, these alliance attempts were not conclusive. İn this great war, Turks and Russians fought on opposite fronts and after the war both countries were destroyed.
