Abstract (EN)
Public security is a fundamental element that ensures individuals and communities can live in peace. In this context, both individual and collective violence are among the key factors that threaten public safety. Individual violence typically involves physical or psychological harm inflicted by one person onto another. Such acts can result in trauma, fear, and a sense of insecurity in victims, and may also lead to the proliferation of similar feelings throughout society. Collective violence, on the other hand, encompasses larger-scale and organized actions such as ethnic conflicts, terrorist attacks, and mass protests. This form of violence can directly disrupt public order, undermine social peace and stability, and result in economic losses and social fragmentation. Both types of violence play a decisive role in shaping public safety policies. Measures to prevent individual violence generally require education, awareness campaigns, and the strengthening of social support systems. In contrast, preventing collective violence necessitates more comprehensive strategies, often involving the peaceful resolution of social conflicts, the provision of justice, and the promotion of social equity.
