Abstract (EN)
This study will be about understanding public service in Turkish and Ugandan laws and the comparison between them. In our work, firstly the concept of public service according to Turkish law, the establishment and abolishment of public service, principles governing it, types and models of its provision will be discussed. Then the development of the concept of public service in Uganda law will be discussed in the similar way. In the second chapter, the models of provision of Public Services by private sectors in Turkey and Uganda will be discussed. In the third chapter, will be about the comparison of similarities and differences related to public service in these two countries Turkey and Uganda, concept, models of provision of public services by private sectors. Key words Public service, Concession, Build-Operate-Transfer (BOT), Public-Private-Partnership, Local Governments.
