Abstract (EN)

The thesis covers the study of the concepts of morality and Ethics, which have an important function in terms of important indicators of public administration, such as efficiency, equality, need, and Justice. For this purpose, the legislation of Turkey and Azerbaijan regulating the code of ethical conduct in public administration was examined and the mechanisms that control the ethical behavior of public employees of the two countries were investigated. There are titles such as the subject of the dissertation, its importance from a scientific point of view, the state of study, and limitations in the introduction part of the thesis. "Ethics", "ethics in public administration", "ethical principle", "types of unethical behavior" are examined in the second part of the thesis. In the second part of the thesis entitled "Ethics in Turkish Public Administration", the administrative structure of Turkey, the duties and responsibilities of Public personnel were examined first, and then the Ethics Board of Public Officials in Turkey, its purpose and scope, duties and powers, decisions and sanctions mechanisms were examined. In the last part of the thesis entitled "Understanding Ethics in Azerbaijani Public Administration", the regulations related to the political and administrative structure of Azerbaijan and the duties and responsibilities of public personnel were examined. In this section, "the law of the Republic of Azerbaijan on the Code of Ethical Conduct and other legal regulations have been reviewed and the mechanisms of supervision and fight against unethical behavior of public personnel have been examined. The results obtained as a result of the research are shown in the final part of the thesis, respectively.
