Road pricing: Turkey and the world applications

Economic and political view of the world changed rapidly since the 1980s, globalization, democratization and privatization words have become an important part of the literature. Because of the economic policies and ideological structures of the states, applied expropriation activities for many years replaced by privatization policies of the location. In many countries, the called pure public goods, construction and operation of highways began to be transferred to the private sector. These applications led to changes in the nature of roads as goods. Now countries, offered by the state in the past that ?how best to service get done to the private sector?" trying to answer. From the early 1980s in Turkey, while continuing the development of the existing state and provincial roads, a new breakthrough "full access control" gave rise to the construction of the highway. One of the most important features of this period is to be toll highways. In this thesis, samples of the world road pricing applications, considering the intended implementation of road pricing activities and the privatization process in Turkey, in terms of the success and sustainability are discussed. For this purpose the pricing practices is mentioned for roads in the world and in Turkey and a suggested model tried to be for Turkey. Legal, institutional and conceptual regulations, not only highways, bridges and facilities, but all of the road network must be handled. All of these applications, as well as the acceptability and success of the legislation also requires advanced technology.
