In the historical process of the Ottoman Empire, many statesmen, including soldiers, diplomats and politicians, were trained at every level of the state. Some of them have gained a historical personality by coming to the forefront with their activities. Kemalettin Sami Pasha, who came to the fore with his activities, who was nicknamed "Çolak Kemal" after losing his arm in the Balkan Wars, who had significant successes in the First World War and the National Struggle, is also a historical figure with his activities as a soldier trained in the Ottoman Empire. has become a feature. In addition to his achievements in the National Struggle, he played an important role in re-establishing the Turkish-German relations that were cut after the First World War with the proclamation of the Republic. Kemalettin Sami Pasha held talks on behalf of Turkey at the Berlin Embassy and these meetings cover many areas such as politics, economy, culture, education and health. In addition to his meetings with bureaucrats holding high positions in Germany, he had meetings with the managers and embassies of countries such as Italy, Russia, England and Bulgaria and followed the world politics closely. In this study, it is aimed to evaluate the events and phenomena that occurred by considering the political conjuncture of the periods of Kemalettin Sami Pasha's life, by examining them specifically for Kemalettin Sami Pasha. The data collected in the study were evaluated using the Document Analysis method, one of the Qualitative Research methods. The data collected in the study were evaluated in sections.
