Abstract (EN)
Ottoman Empire is one of the greatest states which displayed in the history. The state achieved to protect peace, serenity and prosperity in its vast territory. In order to provide the public peace and order in its territory, it developed governmental strategies and methods which applied to the dynamics of the society. The most important one of them is tımar system. The state ran this system outstandingly. It retained a great army with low cost, moreover thank to this system it extended the central power and made it felt in all of the soil.Our research is a historical research. For this reason, a field survey hasn?t been conducted and the research has been completed by applying historical method. The problem regarding the mechanism has been identified and mostly old version sources and documents have been scanned. Inasmuch as a historical research is based on observations which are unlikely to give opportunity for repetition, an intensive and serious library study has been made. Seconded sources have been found out in that scanning procedure and induction method has been adopted.This research is going to examine the effectiveness of tımar system, which was introduced in 15th and 16th centuries also known as the classical era of Ottoman Reign, to the provincial governance. In fact, tımar system is the given name to the management of the land. However this system is not only the land management but also the provincial governance and in terms of organizing the big part of the army, it constitutes the fundamental principals of Ottoman?s regulation. Land management carves out the economic side as army organization carves out the military and strategic side. As for provincial governance establishes the fundamental principles of Ottoman?s public order which has a centralist structure. In this research which is intended to be analyzed in the aspect of public administration and the history of governance, this system?s effectiveness to ruling provinces has been approached in the fields of economy, social life, governance and military.
