Abstract (EN)

The globalization process has caused the security perceptions of countries to expand and deepen. Thus, the concept of security has moved beyond being only military and national security has started to be accomplished as the result of total security of the areas such as energy security, economy security, environment security and so on. As a result, in today's world, where we can not live without energy, energy security emerges as a security area on which all states place great emphasis. Distribution of energy resources varies among countries and regions. Desire of countries to utilize energy resources of different countries due to not having enough energy brings the activities of energy transfer on agenda. Critical energy infrastructures are the result of energy transfer and an important aspect of energy security. Since these infrastructures are quite open to the risks and threats, a number of precautions have to be taken to protect them. In this context, critical energy infrastructure security, which is as important for Turkey as other countries, constitute the scope of the thesis.
