Abstract (EN)

This study's subject is the financial assistance within IPARD which constitutes 2007-2013 period of 5. component of IPA made by the European Union. In this study, the projects analyzed "offered during the 1-12. Call for Application between 2011-2014 and made grant payments until 08.04.2014" by Agriculture and Rural Development Support İnstitution, which has been appointed as IPARD Agency in IPARD Program. With IPARD applications, the changes occurred in rural areas throughout the country and Trabzon province by payment of grants made to the sectors is demonstrated with official statistics. Via emerging results, has made reviews on sector bases. The projects offered and made grant payments in Trabzon province has been analyzed and in terms of IPARD program implementation, made various comparisons about provinces and districts by basis of sectors. Within the scope of the IPARD Program, it is seen that there is an increase in the whole of the sectors in which the grant payments are made in Turkey. In the province of Trabzon in particular, it is seen that there is an increase in 101-1, 101-2 and 302-3 sub measures and there is a decrease 103-1, 103-2, 103-4, 302-1, 302-4 sub-measures. Of the sectors that have increased approximately 35% in Trabzon province, only in 302-3 - the rural tourism sector has been realized above the average of Turkey. IPARD Program application process is discussed in private for Trabzon and to increase the effectiveness of the program, encountered problems and solution suggestions related to them have tried to expose.
