Abstract (EN)

This research has been developed using ecosystem based multiple use forest management planning (ETÇAP) approach that would be implemented in developing and implementing forest management plans with modeling techniques accros the country in the near future. The research was implemented in Kızılcasu forest planning unit of Cide State forest industy in Kastamonu forest district and forest inventory was carried out with the support of TUBİTAK Project and Forest management department of General Directorae of Foresty with 48th forest management planning team. Forest management plan of the case study area was first of all developed using classical management planning approach with ETÇAPClassic model. The model generates forest management plan that show the allowable cut levels and aforestation activities. Later, alternative forest management plans were prepared using similation and optimization techniques with already developed planning models ETÇAPSimilation and ETÇAPOptimization. Alternative forest management planning strategies were developed with the combination of objective fucntion and constraints and a strategy that satisfies the objectives best was selected. The results of both models were classified to see the actions in the first perod and compared to the results of classical approach to see the differences. As well, the long term planning results of three approaches were documented and compared to each other.İn conlusion, long term forest management plans need top a prepared using operations research techniques to analyze the forest dynamics (cause ?effect relationships) with various combinations of objective functions and constraints towards selecting the best forest management planning alternatives to prepare an implementable forest management plan. Thus, this research indicated that using modeling approaches in developing forest management plans enables forest managers to comprised forest dynamics and come up with best fores management plans.
