Evaluation on the opinions of director, teacher and parents about election and assignment of directors to the educational i̇nstitutions affiliated to Ministry of Education: A case study

The main aim of this study is to evaluate and identify the opinions about the execution and criterion which is looked in the process of assignment, the quality of the candidate and the principles to be considered for assignments to be made to the school principal according to the by-laws of 10 June, 2014 Research was conducted with qualitative research methods. In the scope of study, interviews were conducted with 5 school administrations, 10 teachers in Toros Vocational High school in Kepez and 5 parents of students in that school. Semi-structured interview forms were used in this research. Research data were collected using the form developed by the researcher and face to face interview method. The datas were analyzed by frequency analysis, descriptive analysis, and content analysis methods. The results of research are given in the following : In order to be appointed and chosen as managers of educational institutions: The change to be made in the by-laws assignment of Educational Administrator Regulation are found negative by principal, teachers and parents. They have reported that principals' selection was made with oral exam for the purpose of political. Principals, teachers and parent define that they want to see the aprincipals having experience, masters or doctoral degree, knowing foreign languages, highly communicative, a leader, fair, democratic, having vision, innovation and success-oriented. They have reported that the assignments to be made weren't fair; for fair assignments, the selection should be objective; for being objective, the oral-exam should be written exam.
