Abstract (EN)
The rapid developments happening nowadays penetrate and influence human life, therefore, the society itself. These rapid changes also affect organizations and they are exposed to these changes from all aspects. Now in order for organizations to survive, it is vital that they can keep up with such changes, especially by achieving organizational changes in that regard. The reason for that is because it is no longer possible to reach organizational goals without keeping pace with changes. Thus, not only the change management is of great importance for organizations, but also it has become an inevitable practice for organizations. For organizations to attune with changes at the same time requires swift changes in themselves, in other words, it depends on how much they are open to change. Further, for an organization to be adaptable to change, it is required that there should be a positive approach towards both the change itself and human resources, which are the crucial elements of an organization. The most urgent issue that organizations encounter in organizational change management and need to resolve is the resistance to change. Employees, because change brings forth unbeknownst issues and uncertainty, tend to not to show welcoming approach or even resistance to change. This is because it is the employees who will be most affected by imminent changes and they are the implementers of such changes. This aspect of the issue makes the human factor of an organization in organizational change management pivotal. In the first chapter of this study, topics such as organizational change and change management are explained, while the second chapter of this study elaborates on resistance to change in a conceptual framework. The third, and the final chapter, examines the study conducted at the Tax Administration in Malatya, in relation to the theoretical framework discussed in previous chapters. This study has observed and identified the changes took place in the above mentioned institution and the perceptions of employees towards change in the institution, as well as the reasons and consequences of employees' resistance to change in question. Consequently, based on this case study, this study offers a number of suggestions for a successful change program to be implemented.
