Abstract (EN)
Nowadays' Maritime Transportation faces significant vital risks due to the likelihood of being at the dawn of a transformation era like 120 years ago. While numerous kinds of autonomous floating vessels keep emerging, concentration of major greenhouse gases generated by ships such as CO₂, CH₄, and N₂O must stop until 2050. Both alternative fuels and existing fossil fuel applications create vulnerability for the entire fleet of Maritime Transportation of the globe. In such a period, where the pattern of expansion and rise after the recession and the contraction that had been experienced in the world economy in countless ways until now may be relived, increasing risks at seas, oceans, and inland waterways may also be seen. Still, many new rules and regulations may be coming into force for existing ships and altered designs that care for lives, assets, and the environment. In such constraining conditions, the concept of risk needs to be reconsidered based on numerous forces. The safe existence of human life at sea has always been the priority for Maritime Transportation by the definition of risk. This definition may further expand within the description of risk metrics in this study. Maritime accidents have a feature that draws huge impacts of the press and the world's public opinion in every aspect. The impact of maritime accidents may continue even after the emergence of autonomous Maritime Transportation or altered fuel overriding fossil fuel at sea. After accepting this inevitable outcome, the emergence of risks needs to be better understood. Understanding these risks at seas, oceans, and inland waterways by investigating maritime accidents with as many risk metrics as possible is the best way to minimize the impact of maritime accidents. According to the International Maritime Organization, there have been various lessons-learned collected from Maritime Accident Investigation Reports. In this study, numerous variables from these reports were sampled and refined to create a new risk assessment model solely for Maritime Transportation. In this study, primarily, a risk definition at sea was configured and a multi-conceptual risk measurement was obtained based on the appropriateness and completeness of its definition and data. According to our data structure, "Safe, secure and efficient shipping on clean oceans." Is IMO's motto for the world's seas future, as well as the aim of this study.
