Performance management in health services: Example of hospitals affiliated with the Ministry of Health

Abstract (EN)
New institutional economics; beside theoretic background such as sense of managerialism, transparency, accountability and subsidiarity, with New Public Management emerged in 1970s due to economic and communal developments and the effect of globalism; public services redefined, politics-administration relations and public responsibility and supervision conception reorganized, result based administration conception gained importance in public sector, substantial changes put into practice in organizational structure of public administration and in conception of administration. Despite some criticisms such as mainly ignoring the public interest, it is possible to speak about the continuance of the affect of new public management presently.One of the models firstly implemented in private sector together with new public management conception and later transferred to public sector is Performance Management. Beside effective, productive, economic service submission, making quality, transparency, accountability and principals of justice dominant during meeting the expectations and demands of the citizens the importance and affect of performance management has been accepted. In public administration reforms put into practice in last 30 years, performance management come across as a substantial instrument. On the other hand, it should not overlooked that performance management contains in its nature several problems of some fields such as mainly human resources, management and ethical values.One of the fields affected by the new public management conception and performance management implementations is health sector. Parallel to global developments the affects of the new public management conception and performance management implementations also has been seen in health services in Turkey. As a matter of fact the problem of this research may be considered as the determination of the attitudes and opinions of health managers, health personnel and fellow citizens about the implementation of Performance Management Model in hospitals of Ministry of Health. In this context it is possible to describe the objectives of the research as follows:a) To determine whether the health managers and health personnel adopt the new public management conception and performance management implementations or not,b) To determine how the performance management model implemented in hospitals of Ministry of Health is perceived and evaluated by health managers, health personnel and fellow citizens.In this study the new public management and performance management have been examined theoretically. Applied researches regarding the issue has been conducted in 6 hospitals of Ministry of Health. Data obtained at the end of the implementation became subject to correlation analysis, regression analysis, variance analysis and t-test and results interpreted. As a result of the analysis; relation between adaptation level of new public management conception and performance management implementation by health managers and health personnel and the acceptance level of Performance Management Model of Ministry of Health has been found positively. Additionally, it is understood that there is a positive relation between satisfaction level of the fellow citizens regarding the health services and Performance Management Model of Ministry of Health. As a conclusion; it is seen that Performance Management Model of Ministry of Health put into practice in context of the new public management conception and performance management implementations has been adopted by managers and employees. Additionally, it is concluded that citizens? satisfaction regarding the health services has been increased by the Performance Management Model of Ministry of Health.
