Abstract (EN)

Among the recent political regimes, the importance of democracy is indisputable any longer and democracy has become a desired phenomenon for all societies. Besides, elections must be made regularly for democrasies to work in a healty way. Independent and regular elections are the most important indication whether a state is democratic or not. In addition to this, for being able to establish a goverment at the direction of voter's determination, the election system which carried out in the country must be suitable for voter's determination. Election systems' aims are to create a stable goverment and to provide all ideas in society to be represented in proportion to their power. However, realising those two aims has not been possible all the time. Because of this, most of the election systems have become to light at the direction of these two ideas. Among these election systems, most known are "majority system" and "relative represantation system" realising the justice at representation. In Turkey many different election systems have been put into practice untill this time. After accepted multi-partied politicial life, some arrangements had been made to provide political stability but these arrangements have not provided expected conclusions. As a result, we have not had an election system which is accepted by all the citizens having different ideas and whose conclusions are not discussed. In Turkey, the reason of getting unexpected benefit from the election systems is the idea which supports that election systems are only way in solving the problems in a country. Election systems are important factors for a state to reach the stability and developing but not just only and valid factor. VIII
