Abstract (EN)

This research has two main purposes. The first aim is to determine the perceptions about city hospitals that were put into operation with public-private cooperation. The second aim is to reveal the institutional logics in city hospitals, to identify the causes of conflicts that arise as a result of the interaction of these institutional logics, and the strategic responses to these conflicts. The qualitative research method was used in the research. The case study was preferred as the research design. Research data was obtained from semi-structured interviews, observations, and documents. The thematic analysis method was used in the analysis of the data obtained, with both inductive and deductive approaches. Maxqda 2020 program was used during the data analysis process. According to the research findings, perceptions towards city hospitals; It is grouped under the themes of the definition of city hospitals, reasons for their establishment, advantages, disadvantages, and criticisms. It has been demonstrated that the institutional logics of "profession, state, company, and market" coexist in city hospitals. It has been determined that multiple institutional logics in city hospitals are in conflict regarding "health policies, perspectives on health service delivery, building, fixture, and personnel management". It has been determined that the actors gave six strategic responses to the conflicts: "adaptation, rejection, compliance with the contract, negotiation, mutual concessions, and leaving it to time". The research concluded that different institutional logics coexist, different institutional logics conflict for different reasons, and actors give different strategic responses to these institutional logic conflicts. The results of the research are expected to contribute to the developing literature on both public-private cooperation and the reflections of institutional logics in micro-processes.
