Abstract (EN)

People might be deprived of income and revenue due to reasons which are not under their control. People also face with illnesses, accidents, loss of job, ageing and death. The concept of social security emerged in response to the demands of the people against the abovementioned risks to feel secure and have a basic living standard. Social security systems do not leave social cooperation to the conscious of the people but institutionalize it and materialize this cooperation by the state.Acceptance of social security as a human right requires the state have the means to provide social security in the best and efficient way. The crux of the Social Security Institution, which is established for the purposes mentioned above, is Premium funds.Social Security Institution is providing services to 63.204.327 citizens in total according to the statistics of June 2011, among these people 17.338.087 people are paying premiums and 9.729.459 are retired people along with their dependents. General Health Insurance is also one of the most important aspects of the social security system and this service is also provided by the Social Security Institution. In this respect, Social Security Institution is proving services nearly to all of the population in the country.In order to eliminate corruption and provide services to the rightful beneficiaries in the proper manner in an institution that provides services to the whole of the population, the issue of inspection becomes crucial. Inspection reveals whether things are done according to the procedures or not. Existence of inspection is important, but efficiency of inspection crucial. An inefficient inspection system will provide required benefit neither to the Institution nor to the shareholders.In this study, first of all, existing inspection system of social security is analyzed. In this respect, institutional problems of the current system are scrutinized and an efficient and active inspection system in which institutional problems are solved, cooperation and knowledge sharing is proposed.
