Abstract (EN)

As the technology develops, the opportunities for visually impaired individual to express themselves are improving. The sighted people cannot generally understand what has written by the blind, who reads and rights through Braille writing system. To eliminate this communication problem, we need Brille translation programs. Even though there are many applications for many languages, we can observe that those made for Turkish Braille system are insufficient. In this study, we have developed a translation and interpretation system from text to Braille for the texts written with Latin alphabet from Braille for Turkish Braille system. We have taken photographs of Braille writings and such writings are scanned and transferred to the digital environment. Making use of the histogram graphic of the image in vertical and horizontal axis, the writing is turned into lines and Braille expressions. They are converted into text by comparing with the database. When converting from the text to Braille, we have analyzed the words morphologically and the text has been split into base and affix. The letters and affixes with abbreviation and without abbreviation have been compared with the database and turned into text. We have achieved 99.32% character translation success 97.41% word translation success in Braille to text and 99.84% word translation success in text to Braille.
