The effect of election economics applications in Turkey between 1980 and 2010 on budget deficits

In this study, the effect of election economy practices on budget deficits at parliamentary elections in Turkey between 1980 and 2010 have been analyzed. This study consists of three chapters. In first chapter, the term of election economy and manner of application of election economy have been examined. In second chapter, there have been given theoretical information about budget deficits. In third and the last chapter, political business cyclical theories have been explained. Also, the election economy practices have been broadly analyzed by taking into consideration public expenditures, public revenues and budget deficit factors. Whilst making economic analyzing between 1980-2010, election periods generally taken as five each year's period. Hereby as the variables has clearly seen at pre-election and post-election periods, more realistic information has given about election economy practice upon relevant period. When public expenditures or public revenues analyzed considering their components, at each election period there have been different results obtained. Addition to this, at election periods, populist policies have been implemented by using public expenditures. Specifically at election periods, increasion of transfer expenditures and current expenditures, as types of public expenditures, have seen as the most typical election economy practise. However, at same election periods, tools of public expenditures have been used as election economy practise by rulerships. In conclusion, at most of election periods, rulerships have been implemented election economy as increasing public expenditures and decreasing public revenues
